รางวัลนี้มอบโดยการกลั่นกรองจากคณะอนุกรรมาธิการการของรัฐสภา ซึ่งถือว่าเป็นตัวแทนของปวงชนชาวไทย เป็นเครื่องหมายหนึ่งที่แสดงถึงการให้ความสำคัญแก่พระพุทธศาสนาในประเทศไทยและความสำคัญของรางวัลนี้ ที่มอบให้แก่ผู้ทุ่มเททั้งกายและใจ ทั้งพระสงฆ์ บุคคลทั่วไป และองค์กร ที่มีความตั้งใจ ทุ่มเท เสียสละ และอุทิศชีวิตเพื่อพระพุทธศาสนา
